within their territories quite much in the case of the Hongkong Bank as in the case of any other Bank not empowered to do so the Imperial Government : If I would suggest (having regard to the great inconvenience of altering the Ordinance) that subject to further instructions from the Secretary of State it be permitted to remain in its present form and that His Excellency the Governor should under the provisions of Section X cause to be inserted in the Deed of Settlement of the Bank a clause making obligatory on them before establishing Agencies in any places under the Government of India to apply for and obtain the permission of that Government so to do.
The Provision as to making notes issued at Branches payable at principal Establishment in Hongkong can also be inserted in the Deed, but in any case may be made a condition by the Lords of the Treasury on granting their consent to the establishment of such Branches.
The requirements of Section VI have been complied with.
